From raising Ace to siding with Roger, he goesabove and beyond. This extends to his enemies which is what vexes his comrades. While his goals differ from his son’s, a fan theory went so far as to dispute his connection with him.

While it may sound nonsensical there might be some truth to this. Xebec’s death is still a mystery in the series. In a similar vein, Dragon’s wife is unknown which points to him being Garp’s son-in-law. In the bigger picture, Oda might have his plans regarding Xebec’s role in the series.
Eiichiro Oda might be hiding Rocks D Xebec’s true potential
Eiichiro Odais notorious for sustaining the element of mystery and surprise in the series. Be it Vivi or Sanji, the characters’ backstories were the biggest plot twists in the series. Most fans wait with bated breaths for the mystery reveal. This includes Rocks D. Xebec’s backstory in the series. So far we only know of theGod Valley Incidentand his unparalleled power as a feared Pirate.
The fact that it took the combined efforts of both Gol D Roger and Garp proves how formidable Xebec was. This also reflects on his will and determination as a member of the D clan. His death isn’t explicitly explored albeit his goals and ambitions.

This could be apart of a bigger planby Oda to navigate his role in the final saga. To conclude, this brings us to a crucial point regarding Xebec’s relationship with Dragon. The only thing that connects both characters is that both carry the Will of D. Both are similar in appearance yet different in their approach to piracy.
