It’s a cartridge, but it won’t house the complete game, but just an activation key that will let players download the game. Thankfully, Nintendo made it so that game-key cards wouldn’t be restricted to one console once activated.

Switch 2 Game-Key Cards Can Be Resold or Lent
Speaking toGameSpot, Nintendo’s Tetsuya Sasaki confirmed game-key cards won’t be tied to a player’s Nintendo account, which means there should be an active resale community for the Switch 2.
Tetsuya states, “So key cards will start up on the console or system that it is slotted into, so it’s not tied to an account or anything.”
The game-key card must be in the Switch 2 after a game has been downloaded and installed. The internet is only needed when players boot up the game-key card for the first time; after that, the game itself can be accessed offline.
Game-key card cases will also have a white banner at the bottom to let people know how to differentiate it from a full Switch 2 game out of the box.
With some Switch 2 games set to cost a higher-than-usual price point of $80, this latest news about game-key cards is good news.
