While neither of them are strangers to defeat, they are highly persistent shonen protagonists who will always get back up in the face of it.

Luffy’s first truly humiliating defeat was at the hands of Bartholomew Kuma who effortlessly took out all the Straw Hats and he couldn’t do anything about it. Naruto, on the other hand, had his mentors humbling him at every step and guiding him.

With how far apart the narratives ofOne PieceandNarutoare, it’s impossible to truly understand who would be the winner. Naruto’s skills include chakra, healing, impressive stamina, and of course, shadow clones. He’s a typical ninja and the blueprint of the trope in the anime community.
One Piecehas almost nothing like that, other than the ninjas of Wano. Luffy’s powers rely on his Devil Fruit, especially early on in the series. That changed, however, halfway through.

We witness a massive shift in the young pirate’s demeanor. Afterthe death of Aceand getting separated from his crew, he also unlocked his innate Haki abilities, including Conqueror’s Haki. That ability itself could potentially overwhelm Naruto.

Luffysurpasses Naruto in one very obvious way that isn’t even debatable: creativity. Naruto’s powers are incredibly straightforward and disciplined, whereas Luffy has to use his imagination. He’s a scrappy young boy who had to get by in the wild, after all.
The Straw Hat Emperor has always unlocked each form of his Devil Fruit through pure creativity and imagination. What kind of training would teach him something like Gum-Gum: UFO?

The peak of his imagination bleeding into his powers, though, was his awakened form, named Gear 5, where he essentially becomes the Sun God. He can also manipulate his environment into rubber. The battlefield just becomes his playground at that point. Through this itself, he might beat Naruto.
Is there no chance for Naruto in this fight?
Naruto is smarter and more disciplined than theOne Pieceprotagonist. The bar is, after all, in hell when it comes to Luffy’s intelligence. He’s trained hard all his life and has a wider range of abilities. However, he does lack the imagination Luffy has.
So while Naruto is spoilt for choice in his abilities, Luffy only has a few and makes up for his limitations with his creativity. His wild upbringing required him to be more resourceful.
